Notice Properly Delivered to Landlord's P.O. Box

DOS issued a violation notice to landlord for failure to store a receptacle. Landlord claimed that the violation notice was improperly delivered. It was mailed to landlord at "P.O. Box 507, New York, NY 10014." Landlord claimed that the proper address was "Village Station, P.O. Box 507, New York, NY 10014." The ALJ ruled against landlord and fined landlord $100. Landlord appealed and lost. The name of the Post Office in a mailing address isn't needed for proper delivery when the Post Office box number, city, state, and Zip code are listed. If there is more than one Post Office in the same Zip code area, the number of the Post Office box identifies which Post Office the mail should be delivered to.
