No Triple Damages for Minor Overcharge

Tenant complained of a rent overcharge. The DRA ruled for tenant, and imposed triple damages. Landlord appealed, and the DHCR dismissed the triple damages. Tenant had been overcharged $1.02 per month. This amount is too small to warrant triple damages for willfulness.
