No Triple Damages for Minimal Overcharge

Tenant complained of a rent overcharge. The DRA ruled for tenant, finding that the overcharge was willful and imposing triple damages. Landlord appealed and won. The overcharge was only in the amount of a few dollars per month. Clearly, this was a minimal discrepancy and didn't indicate any intent by landlord to evade the rent laws. The triple damages were revoked.
