No Smoke Fumes Found in Apartment

Tenant complained about a reduction in services. She claimed that there were smoke fumes coming from her bathroom floor, bedroom walls, and bedroom closet floor, in addition to a bad odor. The DRA ruled against tenant, who appealed and lost. Landlord made apartment repairs in response to tenant's complaint. The DHCR also inspected the apartment and found no smoke fumes or bad odor conditions. Tenant didn't grant access for a follow-up inspection.
