No Rent Cut for Tenants of Adjoining Buildings

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants after finding, among other things, defective pavement cement at the main entrance of the building. Tenants' rents were reduced, and landlord appealed. Landlord pointed out that there was a three-building complex, each with its own entrance. The cement problem was at the entrance of 2076 Bronx Park East only. The DHCR ruled for landlord. Tenants who lived in the two adjoining apartment buildings weren't entitled to receive a rent reduction based on the problem at the other building.
