No Rent Cut for Minor Conditions

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming it had repaired most of the conditions before the DRA issued the order. The only two remaining items on the inspector's report were a missing soap dish and a small amount of chipped paint at the apartment entrance door. The DHCR ruled for landlord and revoked the rent reduction. These were minor conditions and didn't warrant a rent reduction.
