No Rent-Controlled Tenants Signed Complaint

(Decision submitted by James R. Marino of the Manhattan law firm of Kucker Kraus & Bruh, attorneys for the landlord.) Rent-stabilized tenant complained of reduced services. The DRA found that the elevator didn't work properly, and ordered a rent cut for the rent-stabilized tenant and all rent-controlled tenants in the building. Landlord appealed. The DHCR ruled for landlord and revoked the rent cut for the rent-controlled tenants. Since none of them had signed the original complaint, they can't benefit from the rent cut.
