No Proof Tenant Caused Fire

Tenant complained of a reduction in services. There was a fire in tenant's apartment, and he had to move out temporarily. The DRA ruled for tenant and reduced his rent to $1 per month. Landlord appealed, claiming that tenant caused the fire by using an air-conditioner extension cord without landlord's permission. The DHCR ruled against landlord. The fire marshal's report stated that the fire was caused by the extension cord. But the report didn't blame any one person for the fire. There was no other proof that tenant caused the fire. So the DHCR had no basis to change the DRA's ruling.
