No Proof of Prior Criminal Activity at Building

Tenant sued landlord for negligence, claiming she was a crime victim because of insufficient building security. The court ruled against tenant and dismissed the case. Tenant appealed. The appeals court ruled against tenant. There was no proof of prior criminal activity in tenant's apartment complex. So there could be no factual issue as to whether the security measures landlord provided were appropriate.
