No Proof of Building-Wide Service Reduction

Tenants complained of a reduction in building-wide services. The DHCR reduced rents of all 25 tenants, finding that landlord had removed tenants' rooftop antennas. Landlord appealed. The court dismissed the appeal, and landlord appealed again. The appeals court reopened the case. Only one tenant showed a reduction in service. So, the DHCR's decision to reduce rents for all tenants was irrational. The case was sent back to the DHCR for further review.
