No Proof of Building-Wide Service Reduction

The court dismissed the appeal, and landlord appealed again. The appeals court reopened the case. Only one tenant showed a reduction in service. So, the DHCR's decision to reduce rents for all tenants was irrational. The case was sent back to the DHCR for further review.
