Rent-stabilized tenant complained of a rent overcharge. The DRA dismissed the complaint, finding no overcharge. Tenant appealed and lost. Tenant claimed that he was a victim of fraud, but didn't specify the nature of the fraud or how it related to his overcharge claim. Although he had no lease, at the time of tenant's complaint, he was still paying the same rent of $525 per month that he paid on the base date four years earlier.
