No Pass-on Rights to Loft Unit

Landlord sued to evict loft tenant's sister after tenant died. Tenant's sister claimed pass-on rights to the loft. The court and appeals court ruled against the sister. She appealed again and lost. There are no pass-on rights under the Loft Law or regulations. And even if there were, tenant's sister didn't claim or show any proof that she lived in the loft as her primary residence for at least two years before tenant died.
