No Overcharge Based on Late Registration Filing

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that her apartment hadn't been registered for several years. The DHCR ruled against tenant. While tenant's complaint was pending, landlord had filed the missing registration statements. The Rent Stabilization Law and Code state that the late filing of annual registration statements won't result in a finding of a rent overcharge.
