No MCI Rent Hike for Vestibule Work

Landlord applied for MCI rent hikes based on the installation of a new front door and mailboxes, and vestibule work. The DRA granted an increase for the door but otherwise ruled against landlord, who appealed and lost. The mailboxes weren't relocated to a more secure area behind locked doors, so didn't qualify as an MCI. The vestibule work consisted of plastering, sanding, and painting of ceiling and walls, and installation of floor and wall tiles. This work didn't qualify on its own as an MCI and wasn't related to the door installation.
