No MCI Rent Hike for Piecemeal Window Installation

Landlord applied for MCI rent hikes based on the installation of windows on a building-wide basis. The DRA ruled against landlord, finding that the work didn't qualify as a major capital improvement. Landlord appealed and lost. The window installation was performed in distinct phases and not as a single unified project. The work therefore was done in piecemeal fashion and didn't qualify as an MCI.
