No MCI Rent Hike for Asbestos Removal or Architectural Fees

The DRA denied landlord's MCI rent increase application based on the installation of a roof and parapet/bulkhead, asbestos removal, and architectural fees. Landlord appealed and won in part. The DRA had asked landlord to supply cost breakdowns but had overlooked one of landlord's responses. The DHCR granted a substantial portion of the claimed costs but disallowed the cost of brick replacement and a steel support, the costs of filing fees for asbestos removal, and the cost of architectural fees. These costs were ineligible for MCI increases.
