No Increase for New Carpeting

Landlord applied for MCI rent hikes based on a number of improvements, including new carpeting in the building's hallway and stairways. The DRA disallowed any increase for the carpeting, and landlord appealed. The DHCR denied landlord's PAR. New carpeting, like exterior or interior painting, is a normal nonstructural repair. It doesn't qualify as an MCI.
