No Evidence of Demolished Garage

DOB issued a violation notice to landlord for demolishing a garage behind the building without a permit. Landlord claimed that it didn't demolish the garage but only authorized repair of the fire-damaged building, in accordance with a DOB permit. The ALJ ruled against landlord and fined it $500. Landlord appealed and won. DOB didn't prove that landlord had demolished a garage behind the building.
