New Water-Saving Toilets

Landlord applied for MCI rent hikes based on the building-wide installation of water-saving toilets. The DRA ruled for landlord. Tenant appealed, claiming that the old toilets didn't need replacement. The DHCR ruled against tenant. Landlord's installation qualified as an MCI, conserved water and money and, in some places, is now required.
