The DRA ruled for tenant and disallowed any rent increase for the new equipment. Landlord appealed. Tenant had consented to the rent increase in a vacancy lease rider. The DHCR ruled for landlord. The new security system was an apartment improvement installed during a vacancy. Landlord was entitled to a rent increase, and no tenant consent was required.
