New Outlets Not Needed in All Apartments

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled for landlord. Tenants appealed, claiming that electrical work on the outlets wasn't completed in all rooms of their apartments. The DHCR ruled against tenants. Landlord didn't need to install all new outlets in every room for the rewiring to qualify as an MCI.
