New Laundry Room Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on a new laundry room. Landlord installed doors, a washer, dryer, flooring, plumbing, electrical connection, piping, light fixture, and paint. The DRA ruled against landlord, finding that these items didn't qualify. Landlord appealed and lost. The DRA had requested additional information from landlord concerning the laundry room doors, but landlord didn't respond. And the other laundry room items were considered routine repair and maintenance and were properly disallowed.
