New Gas Meters and Risers Don't Qualify

Landlord applied for MCI rent hikes based on the installation of new gas meters and risers connected to existing gas piping. The DRA ruled against landlord, finding that the work didn't qualify. Landlord appealed and lost. Landlord's contract stated that existing gas meters would be disconnected and connected to new risers to existing apartment gas lines. So not all of the gas piping in the building was newly installed since the new risers were connected to existing gas piping within the apartments that was not replaced.
