New Entrance Doors

Landlord applied for MCI rent hikes based on the installation of entrance doors. The DRA ruled for landlord. Tenants appealed, claiming that there was nothing wrong with the old doors; they just needed new locks. The DHCR ruled against tenants. The entrance doors qualified as a major capital improvement, and landlord was entitled to rent hikes.
