More Than 20 Percent of New Windows Were Defective

Landlord applied for MCI rent hikes based on building-wide window installation and rebuilding exterior walls. The DRA ruled for landlord, and tenants appealed, claiming that the window installation was defective. The DHCR ruled for tenants. Tenants had complained of window defects to the DRA in response to landlord's application. DOB records also showed violations for window defects in a number of apartments. Since more than 20 percent of the apartments had defective windows, the DHCR revoked the rent increase for the windows.
