Moisture in Apartment

Tenant complained of a reduction in services based on dampness in apartment walls. The DRA ruled against tenant. Tenant appealed and lost. An inspection showed there was no active leak or water damage in the apartment. Landlord had painted the apartment and done work outside the window.
