Missing Registrations

Hempstead, Long Island, tenant complained of a rent overcharge. Tenant claimed that landlord couldn't collect rent increases because it didn't file registration forms for three-and-a-half years. Landlord argued that the DHCR never gave him the necessary forms. The DRA ruled for tenant, and landlord appealed. Landlord loses. Landlords must file registration forms to collect rent increases. Also, landlords are responsible for getting the forms.
