Missing Mailroom Door Not Restored

Tenants complained of a reduction in building-wide services. They claimed that the mailroom door was unsecured. The DRA ruled for tenants and reduced their rents. Landlord later sought rent restoration based on the restoration of services. The DRA ruled for landlord, but tenant appealed. He claimed that services weren't restored. The DHCR ruled for tenant. DHCR inspection showed that there was no door at the left side of the lobby near the mailroom or that the door was ever provided. But the DRA's initial order found a reduction in mailroom door service.
