Missing Hall Window Latches

(Decision submitted by Benjamin Binder of the Manhattan law firm of Shaw & Binder, attorneys for the landlord.) Tenants complained of a reduction in building-wide services. Among other things, they claimed there were broken window latches. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that tenants hadn't complained about the condition cited in the DRA's order. The DHCR ruled for landlord and revoked the rent reductions. Landlord had installed window handles in response to tenants' complaint.
