Missing Garbage Chute Handle

Tenants complained of a reduction in building-wide services based on inadequate janitor service and a defective garbage chute handle. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that these were minor conditions that didn't require rent reductions. The DHCR ruled against landlord. An inspection showed that the entire building needed mopping and sweeping. And a missing garbage chute handle isn't a minor condition because it interferes significantly with tenants' use and enjoyment of the building.
