Rent-controlled tenant complained of a reduction in services. He couldn't use his stove because of landlord's failure to install a needed electrical outlet. The DRA ruled for tenant and reduced his rent by $2.00 per month. Tenant appealed, arguing that the rent reduction was inadequate. The DHCR increased the amount of the rent reduction to $10. The $2.00 rent cut covered a broken electrical outlet. But tenant was also prevented from using his stove because of the condition.
