Missing Burner and Burner Knobs

Tenant complained of a reduction in services for problems with her stove. An inspection showed that the knobs to turn on the stove were missing and one of the burners was missing. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that this was a minor condition that didn't warrant a rent reduction. The DHCR ruled against landlord. The problems with the gas stove could present a safety hazard and weren't minor problems.
