Missing Annual Registration

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed and lost. Tenant's complaint was filed in 1992, so the base date was 1988. Landlord didn't file annual rent registrations for 1989, 1990, or 1991. So the rent was properly frozen by the DRA, and there was a resulting rent overcharge.
