Landlord applied for MCI rent hikes based on gas conversion. The DRA ruled for landlord. Tenant appealed, claiming that the room count for his apartment was incorrect. Landlord agreed that tenant's apartment contained four rooms, not six. So, the DHCR ruled for tenant.
