MCI Increase Granted for Backflow Prevention Device

Landlord applied for MCI rent hikes based on installation of a backflow prevention device. The DRA ruled for landlord and increased tenants' rents. Two tenants appealed and lost. Tenants claimed that landlord didn't submit a cost breakdown and that they weren't given a proper opportunity to respond to the MCI application. The DHCR noted that landlord submitted copies of a contract and cancelled checks proving that the work was done. And tenants were granted several extensions, receiving ample time to respond to the MCI application.
