Mailbox Removed from Vestibule

Tenants complained of a reduction in services based on landlord's removal of a U.S. Postal Service mailbox from the building's vestibule. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that the Postal Service removed the box and that there were several mailboxes in the immediate vicinity of the building. Tenants claimed that it was landlord, not the Post Service, that decided to remove the mailbox. The DHCR ruled for landlord and revoked the rent reductions.
