Lot-Line Windows Not Replaced

Landlord applied for MCI rent increases based on the installation of new windows building-wide. The DRA ruled for landlord. Tenant appealed, claiming that landlord hadn't replaced the building's lot-line windows. The DHCR ruled against tenant. Under DHCR Policy Statement 89-6, replacement of lot-line or hallway windows is not required as part of an MCI installation of apartment windows.
