Litter Embedded in Sidewalk

DOS issued a violation notice to landlord for not sweeping 18 inches into the street. Landlord claimed that he had cleaned the area just 15 minutes before the violation was issued. The ALJ ruled against landlord, noting that the inspector found litter embedded in the curb area in front of the building. Landlord was fined $50. Landlord appealed and now claimed that the building was near a bus stop and commercial area. ECB ruled against landlord. Landlord didn't dispute the condition listed in the violation notice.
