Lease Didn't Contain MCI Rider

Tenant complained of a rent overcharge. The DRA ruled for tenant and landlord appealed. The DHCR ruled against landlord. Landlord didn't attach an MCI rider to tenant's renewal lease for the period between May 1, 1988 and April 30, 1990. Therefore, landlord was barred from collecting any MCI increase from tenant until that renewal period ended.
