Leak Condition Remained After Repairs

Rent-stabilized tenant complained of a reduction in services based on leaks and stains in her kitchen and bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that it had made the necessary repairs before the DRA ruled on the case. But the DHCR's inspector used a moisture meter and found that the walls were still wet. It didn't matter that the inspector didn't list any numerical value for his reading. It was enough that the meter read "wet" to show that services weren't restored.
