Laundry Room Inaccessible

Rent-stabilized tenant complained of a reduction in building-wide services based on laundry room conditions. The DRA ruled against tenant, who appealed and won. Landlord claimed that it had outsourced the laundry room to a vendor, then closed it due to constant vandalism and theft. DHCR inspection showed that the laundry room was closed and inaccessible to tenants. The three commercial washers and dryers were all inoperable, the walls of the laundry room had many holes and were covered with graffiti, the floor was covered with trash and debris, and the baseboard heating unit was damaged and not working. Laundry room service clearly wasn't being maintained. The DHCR ruled for tenant and reduced her rent.
