Laundry Room Hours Reduced

Tenants complained of a reduction in services because landlord reduced daily laundry room hours from 24 to 15. The DHCR ruled for tenants and found that required services had been reduced. Landlord appealed. The court and appeals court ruled against landlord. The DHCR's decision was reasonable and was made after a hearing at which tenants testified about how the reduced hours actually affected the service.
