Landlord Wasn't Ready to Exterminate

Tenant complained of a reduction in services based on vermin infestation, among other things. The DRA ruled for tenant and reduced her rent. Landlord later sought rent restoration, claiming that tenant refused to provide access for extermination. The DRA ordered a no-access inspection. Landlord appeared at the inspection but didn't bring anyone prepared to do extermination work. There were still indications of vermin infestation in the apartment. The DRA then denied landlord's rent restoration application. Landlord appealed and lost.

Landlord knew or should have known from the DRA's rent reduction order that extermination services were needed on the no-access inspection date. The DRA properly denied landlord's application to restore tenant's rent.
