Landlord Tried to Replace Refrigerator

Tenant complained of reduced services, claiming that her refrigerator was broken. The DRA ordered a rent cut, and landlord appealed. Landlord claimed that he'd replaced the refrigerator. The DHCR revoked the rent cut, and tenant appealed. Tenant claimed that her 22-cubic-foot refrigerator was broken, and that landlord hadn't replaced it with one of equal size. The DHCR ruled for landlord. Landlord had delivered a refrigerator to tenant. Two months later, a DHCR inspector found that tenant hadn't plugged in the refrigerator, and that she'd bought a small one to use until the matter was resolved. So, landlord had tried to replace the refrigerator.
