Landlord applied for MCI rent hikes based on electrical rewiring. The DRA ruled against landlord because landlord didn't submit all the required documentation. Landlord appealed and lost. Landlord submitted an electrical sign-off form for the electrical work done. But this was the wrong form. The DRA repeatedly asked landlord for a certificate of electrical inspection for adequate rewiring, known as form "ED60." But landlord failed to submit the form or to explain why it didn't. Landlord submitted the form for the first time with its PAR, but it was too late to be considered.
