Landlord Submitted Sufficient Proof of Apartment Improvements

Rent-stabilized tenant complained of rent overcharge. The DRA ruled against tenant, who appealed and lost. Tenant objected to the rent increase granted for individual apartment improvements made by landlord before tenant moved into the apartment. But landlord submitted invoices that listed tenant's apartment number, were dated during the vacancy period before tenant moved in, and proof of payment including cancelled checks. The DHCR didn't consider prevailing market prices for comparable work performed.
