Landlord Submitted Proof of Security Guard Payroll

Tenant complained of a reduction in services. He claimed that landlord wasn't maintaining security guard service at the building. The DRA ruled for tenant and reduced his rent. Later, landlord applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that the DHCR didn't send an inspector to verify whether landlord was maintaining security guard service. The DHCR ruled against tenant. Landlord submitted a sworn statement about the security guard service. In addition, landlord submitted invoices, sign-in reports, work schedules, and payroll records showing that the guard service had been restored.
