Landlord Submitted Late Certificate of Electrical Inspection

Landlord applied for MCI rent hikes. The DRA ruled for landlord in part, granting a rent hike for pointing but denying any rent hike for a new boiler installation. The DRA found that landlord didn't submit a certificate of electrical inspection and registra- tion documentation from DEP. Landlord appealed, claiming that it needed more time to submit these records because there was a backlog at DOB and other agencies. Landlord later submitted the required certificate of electrical inspection and DEP registration records. The DHCR ruled for landlord. Landlord's inability to submit these records sooner was beyond its control, and landlord had advised the DRA about its problems with obtaining the records.
