Landlord Sent MBR Forms to Tenants After 60 Days

The DRA revoked landlord's order of eligibility for an increase in the 1982-83 MBR because landlord didn't send tenants the applicable forms after it issued the order. Landlord appealed, claiming that it had sent the forms in November 1983. The DHCR found that tenants had been served, but not within 60 days from the date the order was issued. The increase goes into effect because landlord served the forms. But tenants don't have to pay it until one month after the month in which they were served with the forms.
