Landlord Sealed Holes Where Mice Gained Access to Apartment

Rent-stabilized tenant complained of a reduction in services. The DRA ruled for tenant based on a finding of mice in the apartment. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord and restored tenant's rent. Tenant appealed and lost. DHCR inspection found that all holes from which mice could get into the apartment had been sealed with metal plates. And there was no evidence of roaches or mouse droppings. So the DRA properly restored tenant's rent.
